Developing a robust and reliable inter-island electricity transmission system is critical for Indonesia's energy security and equitable development. Selecting the most appropriate technology for this complex undertaking requires careful consideration of numerous conflicting criteria. This paper proposes a structured approach using the Analytical Hierarchy Process (AHP) to address these multi-criteria decision-making problems. The AHP framework allows for the decomposition of the technology selection problem into a hierarchy of criteria and sub-criteria, enabling the systematic evaluation of potential transmission technologies (e.g., HighVoltage Direct Current (HVDC), High-Voltage Alternating Current (HVAC) with compensation, Submarine Cables, Overhead Lines) based on their performance against these criteria. Expert opinions, gathered through pairwise comparisons, are used to establish the relative importance of each criterion and to assess the preference of each technology with respect to these criteria. The AHP synthesizes these judgments to derive overall priorities for each technology, ultimately identifying the most suitable option for Indonesia's inter-island transmission development. This research contributes a transparent and defensible methodology for strategic technology selection in a complex energy infrastructure project. © 2025 IEEE.
